A message from the BHA: Making it easier to manage your racehorse ownership
We will be making some changes early in 2025 to help improve the way racehorse owners manage your ownership. At present, racehorse owners use this BHA Racing Administration system to carry out the administrative tasks necessary to support your ownership, such as managing registrations, horses, sponsorship and VAT.
But from early 2025, we will start replacing this system with a brand-new website called the Racing Digital (RD) Hub. We recently published an article about this, which we would encourage you to read here.
The new RD Hub will be introduced in phases, with racehorse owners asked to start using the new system in early 2025.
There’s no need for you to do anything right now. We will provide all the details you need before the RD Hub goes live so that you are able to login to the site and have clear instructions about how it all works.
We wanted to contact you well in advance of these changes to explain what you can expect from the new system and to help you prepare for some of the developments. We have set these out below.

Ownership in the Racing Digital Hub
As part of the BHA’s commitment to simplifying administration, we are making several changes within the Racing Digital Hub to significantly improve the ownership experience.
These changes include:
- Removing the requirement for owners to complete an authority to act form every time they appoint a new trainer
- Replacing the D1 and D2 VAT forms with a simple to download, pre-populated Racehorse Owners Declaration, reducing the time before an owner can apply to HMRC to register to reclaim VAT
- Increasing flexibility for owners by allowing registered Partnerships to combine with other Partnerships to own horses
- Allowing multiple ownership applications to be submitted simultaneously. This will mean Partnership, Syndicate and Racing Club applications can be submitted for approval at the same time as those for Partners, Syndicators and Club Managers.
To complement these enhancements, the BHA will also be introducing a new simplified fee structure for owners and a series of changes relating to Syndicates to provide better clarity for prospective owners and improve regulation.
More information will be shared with owners, including the updated fees, in advance of launch and Syndicators and Club Managers are set to be contacted separately to ensure they well prepared for the upcoming changes.
